Cell Phone While Driving Laws

It is common knowledge that using a cell phone and/or texting while driving makes for a distracted driver who is more likely to cause an accident.  But when I drive anywhere these days, I notice that almost every other driver on the road is talking on a cell phone while they are driving.  It seems like the majority of drivers are distracted.
